If I Vaal my Wand and get an implicit modifier, will the +20% Quality from the Arcanist's Edge be applied to that?

Yes. Idk what exactly it does on wands tho since there is no noticeable change. But just look at breach rings..their 50%quality directly reflects that mod. So idk. Kinda curious myself now what upping quality really does on items with no noticeable change..or is it a waste of currency...
