Please i need understand...

with widowhail it enhances nearly every mod on the 1st quiver which are good for lightning arrow
2nd quiver does have +skill which is good but the rest is nah (cold is useless there early on, proj speed as well since you dont have the node yet, and crit bonus does nothing since no crit)
