How long does it take for Steam to approve your Poe2 purchase?

I understand it is related to clearing funds with bank, but when funds are there, has it taken 1+ hours for everyone else to have purchase approved in order to gain access to download and play?

This probably will not help, but my purchase was instant.
I also have an extra steam key if ya need.
