What are the best locations to experience at lvl 21 and in a team with lvl 95? T15 maps lower the level scaling, hence the question to those more experienced in the subject. what locations do you recommend 20-60?

You would be better off doing areas of the campaign that have denser mob packs.

For the best exp - you want to be within 3 levels +/- of the area you are in.
