If someone posts a Res price requirement with a time/timer, are they required to follow the Res?

Is there any level of enforcement for anything beyond the price + delivery in a post or PM? I.e., could I be flagged by a Mod for failing to follow a Res?

there is other levels of enforcement, but not for a res/auction etc
