The reason exalts were worth 150 is because they had more value at that point in time than a div. You could use exalts for adding mods to your rares, which is extremely useful early and mid game. At that point, the majortity had not reached the higher tier farming in endgame where valuable uniques and higher tier rares were dropping so there was no need to reroll the stats with a div.

Divs are valuable specifically to reroll higher versions of your gear such as ingenuity from a 30% to a 70%
