What is the name of the colour code program / colour format or whatever is called which uses those symbols in non English Windows 10 OS

ÿc1 = Red
ÿc2 = Blue
ÿc3 = Green
ÿc4 = Gold
ÿc8 = Orange
ÿc- = White
ÿc: = Dark Green
ÿc0 = white
ÿc5 = grey
ÿc6 = black
ÿc7 = gold
ÿc9 = Yellow
ÿc; = Purple

It seems my Windows dont have it installed or is due to My OS is not English version and the symbols can not be read by the program i use ! So how to make them readable on my Current non English OS wihou the need of reinstalling ?
