I think we need a bit more information about the scope of the prospect -- "not big" doesn't really mean much until you qualify this for us in some understandable manner.

There are about 3 different things that go into websites.
Design, Development, and Deployment.

What do you want the website to do?

Be very specific please.

How will you host it? Do you have a domain? Do you have a design in mind?

I can do this but as someone already mentioned, you need to be way more specific than this.

Know that $50/hour is pretty much a standard.. and you get what you pay for.

Describe exactly what the site should be, do you have a design, do you want it to be interactive (comments etc?), do you have hosting, how much traffic do you expect and so on. But if you just want to make a hobby site I would strongly recommend using https://pages.github.com/ which is free, no ads, and you just focus on content that you write in markdown. Super fast and easy to use.
