I haven't used it yet, but I think the difference is that you can install packages using "apt-get install <package>" since it's actually ubuntu running on top of windows.
I'm not going to bother with the insider builds though since windows 10 is buggy enough as it is -- I'll just wait for the official update.
So... basically rather than use cygwins package manager you use apt.
So it's basically cygwin.
