Thinking as a hobby to make low graphic games,where can I find good self teaching tools online. what programs are best for 8 bit, 16 bit,or even other suggestions for this kind of thing such as java or Web based games

are you actually trying to make an 8 bit game or do you just want to make a game with 8 bit graphics? what is your programming experience? i get the impression you're not very experienced with programming, in which case you can look into something like GameMaker (http://www.yoyogames.com/studio). it lets you focus on the creativity without worrying much about programming. my friend's made 2-D side scrollers and even a FPS with it some years back.

I want to learn programing for games and I want to make one with lower graphics because it be easyer to learn unless I'm wrong lol.would starting with that help me?
I want to be able to control almost all the details.

if you specifically want to learn game programming, then you're in for the long haul. i would advise at least several months of fairly intense non-game programming before you touch games. if you want to make games that other people will play, then i'd advise more than several months. i would wager the vast majority of people quit because they don't realize how much work it takes.

on the other hand, if you just want to make games for fun, then go the non-programming route. you can have something very basic built in a few hours / days.

Well I have used war craft 3 and starcraft campaign editors to make my own to games and dungeons games but I have no idea of the comparison
I took 2 months working on one war craft 3 dungeon like map,and would have love to expand different aspects of the game

i just youtube'd starcraft campaign editor. Sounds like you want to focus on the creativity portion (level design, rules, etc). GameMaker is perfect for you.

His post has what I needed,there's one that's drag and drop and has open source java,seems like a good place to start

RPG Maker could be a good idea to try as well.
