are you writing a program to solve the OS issue? sounds more like you just built a computer and having setup problems, which is for either Computer Building Discussion or Misc Computer Help forum.
this is the only subforum I saw related to computers, though I only looked over the massive list of subforums once.

partially right but not quite... the problem was in the way I was putting the files onto the usb drive...
these are the steps I missed:
in CMD:
D: CD BOOT and hit enter. Where āDā is your DVD drive letter.
CD BOOT and hit enter to see the below message.
BOOTSECT.EXE/NT60 H: "Where "H" is your USB drive letter.
the new system wasn't recognizing it as a boot drive for this reason </3
I've managed to get everything sorted out now though. and I would suppose you could call this programming/hardware issue
