the technical term escapes me but how like programming has orical or visual studio

notepad is the way to go. that is how i compile all my html

I think you mean IDE. Aptana is a good free one. And it's based off Eclipse, so if you're familiar with Eclipse, it will be very easy to use.

Notepad++ or any text editor or ide really.

I personally use atom/sublimetext. Much better than npp.

I'd also definitely recommend getting a CSS preprocessor. LESS or SASS. SASS is more powerful and more useful personally as it has nice commandline watch tasks.

I use Sublime Text as well. Along with Codekit for all the SASS i write.
