If you're talking about pure code, maybe netbeans/eclipse can help you, for php at least. If you mean wysiwyg editors then dreamweaver is a "tool" that can help you create websites fast.

You don't have notepad++ setup correctly then. Go google some auto complete packages for your language as well as enable smart indenting.

Kompozer is/was a decent alternative to dreamweaver.
