If you aren't that experienced in web design / development there is no question a theme is your best option.

Your hatred of CMS's is a set back.. You should familiarize yourself with at least one CMS.

If you work in a big agency, or basically any design / dev firm you are going to be using a CMS.

It's a bit tricky to give suggestions just by viewing the old site... My opinion is everything needs to change. Bad colors / ugly gradients / a lot of unnecessary design elements. The layout would be a good place to start..

Get a wordpress theme =)

Read / Watch a few tutorials and you can have something 10x better without much work.

It's got a 90's feel to it.

Do a bit of research into modern web design trends.

Colors are weird, and layout / spacing is a bit of a mess. It's missing a sense of balance - let elements breathe and be consistent with spacing.

The issues with color really aren't your fault. I don't even bother taking projects with companies unwilling to update their logo to look good on the web.

I'm assuming this is one of your first projects, so you aren't absolutely fucked.. But this one would need work to make it acceptable ;)
