This is similar to the other thread, Where is a good place to start?, in that I want to teach myself a language.
I have dabbled into javascript, C++, and visual basic but by no means would I say I know anything.
I am looking to transform one of my favorite LCG card games into multiplayer windows game similar to the style of Hearts.
Which language would you suggest?

In the other thread Python was suggested so I looked it up. I have managed to create a window with a title so far. :lol:

Which language you use is totally up to you, as Eep said language choice is unlikely to be your barrier.
Somethings that might be a big barrier however are graphics and networking. You should do some research and choose a language that "offer" good 'frameworks/libraries' for these things.
Or you can continue to grind it out with Python xD (learning Python thoroughly/semi-thoroughly will you help tremendously in future programming endeavors, imo)

I 1000% agree that grinding is the best way to learn anything. Just dive in and deal with problems as they arise.

When you're ready to work on the networking part of your game, be sure to research "Sockets" that will be really useful for network game programming ^_^ . Good Luck!
