My brother is trying to create an account and as soon as he does he logs on validates it, and then out of no where it says disabled? What is going on here..

You have a scammer tag, it's possible that because of this, and you being on the same IP, that he cannot make an account. It is already true that when multiple people use the same household IP to connect from, both may be punished for one scamming, so making new accounts on a Scammer-tagged user's IP address would definitely raise a red flag.

Maybe "your brother" isnt welcome here. There must be good reason why "your brother" recieved disabled status.
