Bluehost offers support for php version 5.2 - 5.4, and 5.2 - 5.4 (single php.ini), and we also have dedicated servers as well as vps now. However, with a VPS or a dedicated server, you can go in and install software packages that way if you need software that doesn't already come with the server, you could install it yourself.
Basically, a dedicated server is a whole server that you rent to yourself and you won't be sharing with anyone else unlike a shared or pro hosting plan. You can be on a server with anywhere from 1000 to 2000 people on a shared plan and up to 500 people with a pro hosting plan. Dedicated servers are a lot more expensive but you have a lot more control, better performance, higher stability, and a much lower chance of any server down time. You'd probably want to consider one of these if you plan on having a very high amount of traffic on your website.

It's kinda like a dedicated server but you are sharing a server with a small amount of other people which can affect your performance and the hardware isn't quiet as good. Just like a dedicated server you get super user access which gives you a much higher control of your account. The performance and stability of a VPS is still going to be much better than a shared or hosting plan.
