I will pay in FG.

All i need is the background of the website changed along with the banner. Your job is to give me the code and specify where i put it. Let me know if you are interested and this is job will be reoccurring.

you can't change the background when you only code html. (at least not less than html5, as far as i know)

you may do it with a little javascript for this. but what happens if the user turns javascript off? thats why i dont like javascript, it sucks anyway imo.

but you dont need javascript, then you could add a little php to the html. so, now you find someone who codes it for you in php. but, does your webserver provide php functionality?

also possible would be html5, the newest html. but do your webpage-visiters have a html5-supporting browser?

You can also do it in html.

Add style="background-color:blue;" to your body or div tag. Assuming you're using a div for your banner.
or for image,style="background-image:url('your_image.png'');"

for example...
<body style="background-color:blue;">
