I have a simple page with a menu at the top. I want the menu to be fixed, so he will scroll with the page, but i want the page to scroll like 40px before the menu starts to scroll with it. Hard to explain

Kind of, this menu is just following the scrolling, if you are scrolling too fast it will come later. I want something which is scrolling exactly at the same time than the rest of the page.
