I have tried other forums, and Everyone gives me the same answer of checking my netstat -o thing on CMD to find which program has port 80 Open on my Computer but ive done it and None do, none have 3128 either. I have a TP-LInk ADSL2+ router and cant find a option where to close the ports there, Any help is appreciated.

buya decent router and flash to dd-wrt or tomato and use iptables to block all incoming and outgoing traffic on those ports

Generally ports will be closed by default on a standard home router, unless you have turned the firewall off or have some sort of automatic port forwarding using UPnP, or have specifically opened/forwarded the port.

What makes you think port 80 is open on your computer?
