Normally I'd just recommend linux when annoyed by windows, but since we're in programming forum, what the hell. If you have enough time and will you could probably do that.

Assuming you're beginner start with http://wiki.osdev.org/Bare%5Fbones just to make sure you have proper toolchain etc. to compile your own kernel.

Work towards having multithread capable kernel, possibly POSIX complaint so you could port some already developed tools there (bash, coreutils, those things). Then possibly work on porting GCC, and from now on you should be on a steady route to having working X. It's not easy thing, it will probably take months before you have something that barely runs bash, not to mention full X, compilers etc, but it's really good project and teaches you a lot.

afaik there isn't a "solution" to this. Regular user accounts aren't allowed to make changes to the system that could affect other users. You have to change the account to an administrator account for them to have permission to modify that file.
