on some webpage i hve found formula how to count frw speed - velocity of skill burst of speed of assassin of diablo 2 game

but i dont know what mathematical operation is that ",70" ?
i'm from europe and here if you want write number for example: one and half, it will be 1,5
but in usa, they write 1.5

but still cant figure what is that ,70

also between "min" and first bracked is nothing. i understand it is hidden "*" - multiply ?

min means the lesser value
min(x,y) = x if y > x
min(x,y) = y if y < x

so if the first expression is greater than 70, then the velocity will be 70. if not, then it'll be just be the first expression, something less than 70
