twitter bootstrap is on my list as well. one of my coworkers keeps telling me how easy it is. he's also a big fan of python's django. it comes with a built in CRUD maker. when he pairs it with bootstrap he can quickly make pages to help maintain data.
depending on what you do for work (employed? contractor?), wordpress, cms, etc aren't a bad idea. i would probably look at SQL first though, unless you just forgot to list it.
Data visualization that isn't customer facing is fine, but please, do not use bootstrap for public projects.

If op isn't too informed on how javascript works, he isn't going to know how to use Angular. Angular assumes you know what closure means, how scoping works, how AMD + modular architectures are built, etc. Sure, there's simple directives that can be used to get minimal gain, but it's not something I can see him taking advantage of very well, at least not now.
