Also, does by "programming" do you wish to include the implementation of the forums, members only pages, accounts, SEO, store, etc?

OR does it only include the basic html and css? The answer could greatly change the price.

well let me put it this way. i really dont want to spend over $300.00. and as for the people i've shown the template they said they liked it. so im not sure if thats supposed to be a bad thing that it looks like its from 1995

It does look kinda horribly, something that 15 year olds make for their clan sites, in no way it's professional template :/

You could get a much better looking site with wordpress and free wordpress template, which I suggest you to do.

Go to wordpress.org/themes pick one you like and install

either way i paid 2k forum gold for it. im not sure why it looks bad. if you look at websites like solomid.net or clgaming.net its kinda similar. do you guys not agree with the banner?

300 wont get you very far no offense. i would consider in saving up some more money before you request someone as talented as myself for example.
