You could make a web app , not a native one , so you could use your
html - js -css skills. Mysql for backend database is more than enough i bet.
IF you need your app to be downloadable, google 'apache cordova' . It can
package your app in a native one more or less.

if you have no knowledge and are lazy you can make an app in adobe indesign cs6 or one of their other packages , and use their cloud services to build and deploy, they create apps for all devices.
otherwise make a universal one using html/css/php/mysql and skin it, should be easy if you can code in these languages.
