Use a CMS if you don't have development experience. There are plenty of them out there and the 'best' would depend on your needs. WordPress is a good example of a CMS that's easy as fuck to get up and running on a web host and can be used to create almost any type of site. Plus, there's a huge theme / plugin base, a thriving community behind it, and it's maintained very well. As far as graphics go, you'll more than likely need to use software like GIMP or Photoshop if you want to create the graphics yourself. Otherwise, hire and pay someone to do it for you.

notepad ++
Brackets ( just starated using this and i love it its notepad ++ with a live view )
