No reason to hire a designer/dev for this. Unless you want to pay a lot... Even a decent/good Jr. Designer right out of school with be in the $25-35/hr range depending on their skill in coding.

Look into Square Space. If you really want a website done, or like what was mentioned before in facebook.

you should create some form of a wireframe

ok i got this done myself, requested header banner+ logo from jsp graphic design, rest was 1h work for the webdesign tool from the webhoster i chose.
Paying 10€/year for domain + webspace and everything is not too bad of a deal i think.

Obviously its nothing too fancy but it serves its purpose i guess, not too shabby either, not like the ppl looking for this service would care too much.

Was Going to offer something like 5K fg for this job, but shame no one was interested, topic can be closed
