The one with more skill.

I understand your focus and I used to believe this as well if looking at it from that point of view. However, you will actually internally realize that a person's position and holding does not always result in a greater work-put output and/or processing ability. This goes hand in hand with being ranked in the top programmers, your skill and the challenges you have conquered, as opposed to a lucky position you've gotten by knowing someone and in reality understand C+ and an ok programmer, but not a ranked programmer.

Why make this kind of request in a subforum that doesn't have many active users..?

What i'd do if I were you is post your request on a freelancing site such as oDesk.com, freelance.com, etc.

If you wrote an operating system in anything you are probably a better programmer than C# homeboy.

You aren't going to find it because:

1. You know nothing about programming. Anyone could just make shit up and you'd probably buy it.
2. What you think you know about programming is pretty badly flawed or just plain incorrect.
3. The fact that you think there is some magical ranking system for programmers reinforces points #1 and #2.
