Yes it does. The only free option for domains is dynamic DNS pointers. Click on the "Dynamic DNS" option. There aren't free options for top level domains out there.

This might be just some personal paranoia but I don't trust free services.. And a website or even just a domain is something you don't want to risk being gone when you wake up on a random sunny day because the servers fried. I've been using 1and1 for hosting, they're not overpriced either, and that's where I registered the domain too, I love their services, but you can look for relatively cheap (close to free) legit domain registrars. Just beware that most free registrars are scam, google them at least before you pick them.
