Just an FYI, typically freelance "Web Designers" with no coding knowledge will have a web developer friend they contract work out to.
Most people will do it for $$, those that accept FG usually won't get that high quality professional business style you're looking for.

For example, if you paid me in FG I'd spend a lot less time focusing on details and just get something out the door asap.
If I was being paid, I'd take my time and make sure everything is right.

Also, I'm not sure where you can find freelance work for ~$300, I typically see lows of $500 to $800. depending on complexity.
