Because to "know" what's going on you would have to have some insider knowledge of how Diablo 2 handles it's internet connectivity with regards to using Windows' proxy/connection settings. Basically none of us have this knowledge or care to as we didn't write D2 and it's pointless to figure out because you already know the workaround for it.
