i would try using wget to download the forum
you could also say how many recursive-links it should follow, if you dont want to use regex or something to extract the links

Interesting idea! I don't know how phpbb works, but I guess it's using mysql to store the subforums and it doesn't create a file for each subforum.
What I want to say is, that you cant use wget to download all files of the forum, since they're created dynamically, based on the database.

This means you'd have to combine wget with a recursive script and this leads here:

Depending on the forum, and its security you could view the main directory of all images uploaded then check by time uploaded and manually look at each topic the image was posted on.
