I own a web design and development company and our sites start at $300 USD so just do all the math for FG and stuff. Obviously I'd need to know more about the project before i can quote you though

Im saying that html and CSS can be done pretty quick and only cost someone a couple hundred. Add in Javascript, php, mySQL, etc and the price will go up a lot more.

I understand your point, but its really rare to find anyone who wants a site built as just static HTML and CSS nowadays. Most of it will at least have some form of javascript or server code
