I can build you this, but it won't have a fancy upload UI and you'll have to host it yourself
and it won't be a common web server so you wouldn't find cheap hosting

and yes i already plan on hosting this my self i already have a good free webhost

that has unlimited bandwith space etc

and ya i dont think he will tell me eather but worth a shot

wouldn't be hard to do with a simple autohotkey script...

picture=load(picture you want to change)

save(location,picture)

sleep, 200000

and loop it

well i was able to get it working the only problem now is im unable to use it as an avatar bec its dynamic and jsp dose not alow dynamic avatars if anyone noes away around this or a fix i would pay fg
