Apple doesn't even own Rosetta. It's owned by IBM and has been licensed by Apple to use in OS X. One of the big reasons why Rosetta was dropped was because it was buggy, slow and almost completely unused by a majority of their user base. Because Apple didn't own it they had to pay licensing fees for every copy of OS X purchased and it didn't make financial sense to keep including it in new releases. They would have also needed to do what you are saying and develop a pure 64-bit version of the application for newer releases.
