You are correct - even if he used Wordpress or something simple it would take him much longer than 4 days to put this together properly.  Even if he was good at developing (which he clearly isn't) it's not a 4 day job.

This can easily be done in 4 days when using CodeIgniter or something similar.
If you could read the description correctly, he isn't actually looking to implement an entire forum.
I guess you're not as good as a developer as you might think.
