today i experienced slow email delivery from 1 email to another
usually it's pretty instant

i tested both email accounts by emailing myself and they both arrive instant
however, email A to email B is instant, email B to email A takes hours

is this just a normal server flood that should be resolved by tomorrow?

there's 2 logical errors with this quote.

1) since red topics require fg at some point in the infinite future you will not be able to create a red topic weither it be that you died, got banned, or have ran out of fg.
2) its not really that hard to code a web crawling bot to visit your "last post" link on your profile and then calculate to check if the topic is red and then proceed to report it. so in a sense yes it is possible to report them all.

Maybe if you own the site..lol
Otherwise you'll need a bot and it would take awhile to make it as accurate as possible

Back on subject, I'm assuming email A is on a different server than email B
This is most likely caused from spam filters, or just a very long time before email A actually checks for new email.

They used to do this in the dial-up days (I remember sending emails to friends, and it taking a good half an hour or so, even with large companies like yahoo at the time)
If you own the server there should be a threshold for actual updates in a config file depending on which email application you're using

Hope I helped
