code::blocks is an IDE that uses GCC as its compiler. also allows you to supply other compiles but they are not included.

Code::Blocks is an IDE. They offer it pre-wrapped with the GCC compiler (one of many tar balls).
I personally don't use Code::Blocks. However, I do have it, in conjunction with another compiler.

I don't know why people still use Code::Blocks, it's vastly inferior to other IDEs.

If you're on Windows, I suggest QtCreator + msvc or Visual Studio + msvc (although Visual Studio without VAX is inferior to QtCreator). You could also try QtCreator + MinGW combo, but it's pain in the ass to find a good version of MinGW.

On Linux and OSX, the best option is QtCreator + clang, due to clang's superior error messages.

same reason people use sugar instead of stevia in their sweets, celebrate holidays, and add fluoride to their water: because that's what they've always done, so now they're comfortable with it.
