People need to understand that when a crime is committed that doesn't automatically mean the response or immediate punishment is going to be proportional to the crime. It's a really foreign concept to us in the west, one we often forget about. Should someone die for stealing? Probably not in today's world, but that doesn't mean the situation cant or wont escalate to a much greater punishment in the heat of the moment.

Brazil is one of those places where i'd think twice about committing a crime. I mean they are famous for the now meme status "off-duty cop does xyz".
