Clear it up for me , because I have the impression that the House represent the population more and the Senate represents the state.
This is something I am fuzzy.
Each state gets assigned a number of house of representative seats based upon the population of the state.
The state decides how to draw up the legislative districts, which was historically a process that was done in a fair way.
Due to recent supreme court decisions, the states have the flexibility of drawing up the districts in a way that does not necessarily fairly represent the people who live in the state. This is known as gerrymandering.
Some states are worse then others as far as gerrymandering, but I think most experts would say that republican party has a history of extreme partisan gerrymandering, granted some states that lean democrat also engage in partisan gerrymandering.
