No. Thinking rcv and independent redistricting would turn a bunch of red states and all swing states blue is the absurd fantasy.

-Presidential voting has nothing to do with redistricting.
-Republicans just received a majority of votes in many of those pretend-blue states.
-Many Libertarian voters would tend to rank GOP 2nd (or no one), not the democrats.
