Dunno i saw this as a documentary on russia; kids in the streets sniffing glue in plastic bags and there's some horrible drug called krokodil.
People don't do gulag for years because of this.

Are you talking about how in some prisons, inmates are made to work? I mean, even in such a case, inmates probably don't make enough to offset what they are costing the taxpayers. I don't think they throw people in jail with the aim to make money. These people cost more than they produce.
