I don't know about the USA but here in Canada he could just declare bankruptcy after dolling out to his secure creditors first then divy the rest up. He could then just proceed to start a new business carrying on. Only thing you can't really outrun is Child support and Alamoney!

if he would have killed 2-3 people, how much damages would have he needed to pay? surely not one billion.

this number is high to appease the general public, nothing else.

Turns out taunting parents of slain children is pretty damaging.... You can't really ask for financial restitution for a murder though.
