There's other issues here as well.

Time and time again, actions are proving there's just a simple lack of training. They're firing blindly into an apartment complex. Gyprock is not kevlar for the tenant dwelling in the next apartment.

I understand that training does not mimic the heat of the moment, but it's supposed to be drilled in enough that you revert to what you're trained to do. Maybe 21 weeks isn't enough training for a cop.
