The Senate passed an earlier version of this bill 84-14, but had to take it back up because the House version had changes that involved burn pit exposure and expanded Agent Orange exposure locations.

"Sen. Pat Toomey (R-Penn.) said on the Senate floor that he didn’t support the bill because it would create $400 billion in unrelated spending, which he called a “budgetary gimmick.”

“My concern about this bill has nothing to do with the purpose of the bill,” Toomey said. “This budgetary gimmick is so unrelated to the actual veterans issue that has to do with burn pits, that it’s not even in the House version of this bill.”"

the 400bn isn't misallocated, there's apparently a concern (not confirmed) that a lack of oversight COULD lead to it being misallocated. no suggestions to where, no suggestions how, etc. Just fear mongering while burn pit victims suffer and die.
