Almost any culture in a warm climate that has not been exposed to western influence, maori, aboriginal, papua new guinean tribes etc.
Because nudity is only inherently sexual if you want it to be, also judging by how many catholic churches and scouts groups still operate i guess a bunch of white people think that it is appropriate too.
