I think a minimum of 25%. The amount that a child takes from the government until they are 18 is substantial. From education alone, you're looking at an annual 10k loan as an equivalent. Once you add things like first response infrastructure (equivalent would be insurance premiums) you'd quickly see that most people take far more than they'd ever put in.
