As for IC chip shortages, that's been a problem for quite a few years. Hell, my employer was a year behind schedule on refresh for company-issued laptops in 2020, and shortages have spread to many markets (network hardware, AV receivers, smart home equipment). This isn't an "after Biden" thing.
