Im not convinced this is their job, and maybe it was too risky? Maybe 2 officers jumping could have done something ?
There's alot of crimes to prevent already, alot of stress.

Police body camera footage and transcript show a 34-year-old man begging for help before drowning in an Arizona lake. According to a transcript released by Tempe Police, the man told officers, "I'm drowning," and an officer says, "okay, I’m not jumping in after you." The three officers who responded to the call have been placed on paid administrative leave.



interesting comments:

- Not the officers job to jump in after a man who entered the water on his own. But their potrayed indifference to a man drowning is kinda concerning. Especially given their profession.

- But cops have not even a rope in the trunk?

- Why didn’t this guys WIFE jump in to rescue him.

- So now police are expected to be life guards too?

- The MOST concerning thing is the 1 image of the man struggling and an officer with his arms leaning over the rail, nonchalant, not saying anything, probably smirking, like he was just watching the sunset just before the screen went black

- He went into the water on his own. The officers are not lifeguards and jumping in after him could have cost them their lives as well.

- "A drowning person will drown you"
I worked as a lifeguard as a teenager and rescued two drowning people. Not at a swimming pool, but at a beach.
Was I supposed to just stand there and watch people drown?

I was a lifeguard, back in the day.
Once of the first things you're taught is that drowning people will try to use YOU as their flotation device.
So unless you know what you're doing and have been trained to approach drowning people... think at least twice before getting anywhere near a drowning person.

Throw a rope or flotation device... sure. Approach a drowning person ONLY if you are trained.
They will be manic and their strength aided by adrenaline.

Same thing as people who go through the ice. Nobody will try to save you because then you just have two dead people. Swimming in front of dams is like skydiving without a parachute Cops will get a boat so they can retrieve your body

Life guards have floatation devices and people drowning aren't 40 yards from shore.

Only true in the movies.
Real lifeguards are taught to handle drowning people without needing "devices".
Lots of times you need to get to the drowning person... fast, before they start swallowing water or pass out.
Lifeguard 2 can bring flotation devices, or the boat.

One "hold" for example, is to come up from behind and reach over a person's right shoulder and grab that big muscle under their left armpit.
Even a big guy isn't gonna break that hold.
The trick is to get them in a hold, then get them floating, then either swim them in or wait for other help.


BUT... this is for people that can easily swim 10 miles or so. If you're not one of those people... don't even try it.
Drowning people are severely manic and due to adrenaline, super strong. All they want to do is "get out of the water", and they will climb you like a ladder.


Last but not least... you need to be cognizant of the water temperature. Water that is 72F feels chilly when you jump in.
65F is down right cold, and anything lower than that will start affecting your muscle strength and endurance.

Lifeguards are trained to be able to rescue without a flotation device, then they are given a flotation device and trained to have it with them, because it vastly improves the chances of surviving for both people. Police in Arizona are neither equipped nor taught for water rescue, much less water rescue at 40 yards out, without any life jackets, in front of a dam with its jetties and circulating currents. Even in areas where police do have basic equipment for water rescue, they are trained to not attempt to rescue people from areas with hazardous conditions, notably in front of dams or on thin ice. If you're within throwing range they can get a rope to you, but far out from shore the only thing they can do is shout encouragement from the sidelines. That's very much the case up in lake country after iceout
