Honestly this is not an easy question.

Regarding the School Shooting cops waited 40 minutes for SWAT to show up while he was shooting.
During this time they threatened to use Taser on parents.

Note: Seems some cops breached and tried to take their own children out before the shooter was taken down.
=> Meaning they potentially endangered others kids ?

The responding officers dropped the ball, even got a little girl killed. Sad

They accidently killed a girl ? Damn maybe they should not even give a try and wait Swat.

They are supposed to respond in the street at least, this means the best solution for own security is.... To buy a gun yourself ! Yesh !

We can't even be sure of the situation days later as we keep getting conflicting accounts, so maybe there should be some understanding for initial responders not immediately knowing what they were dealing with. Apparently they tried to engage the gunman, so he barricaded himself inside the two classrooms behind a steel door they could not breach. He had already killed the people inside at that point. While they sought a means to unlock the door, they evacuated the children from other classrooms and restrained people trying to run into the scene.
Those seem like reasonable responses. If some anxious parent had charged up to the room with the gunman and knocked on the window, we'd probably have a 1 higher body count.
